Establishing a Classification System

​Based on the findings of the review, evaluation and refinement process, the City should consider establishing a Transition Zone classification system. This is necessary in order to organize each study area according to its transit mode (i.e. commuter rail, subway, light rail transit, streetcar, bus rapid transit, and bus service), and performance relative to identified evaluation criteria. Through the introduction of new policies, and amendments to existing policies, the classification system should be used as a basis of determining the desirable form, type and extent of intensification within each Transition Zone.
